It is a tri-fold fan depicting a windmill beside a flowing stream. The back of the fan reads "White's Covington and Porterdale" with the jingle "It pays to be thrifty". Covington and Porterdale are towns outside of Atlanta, GA and "White's" was presumably a grocery or dry goods store.
